New Kensington’s sections 221-26 to 221-28 address removal for overtime or illegal parking on city streets and in metered or unmetered lots. Section 221-28 says a vehicle must not be removed under that article when the owner or person in charge is present and intends to remove it immediately. That limited provision is not a promise that an appointment for another day will prevent towing. Tell the attending authority if you can arrange immediate lawful removal; do not drive an unsafe vehicle.
