Who can request the duplicate?
PennDOT’s owner application applies to the recorded owner. Finding a car on your property or possessing its keys does not make you the titled owner. Compare the name and VIN on your records before applying. If the recorded owner has died, use the inherited-vehicle route instead of signing their name.
How do you apply?
Complete the current MV-38O instructions and send the application and applicable payment to the address on the form. PennDOT accepts the specified check or money order for this mailed application. Use the current fee schedule rather than an old quoted amount. Keep a copy of the submission and check the mailing address for the replacement.
What if the lender still holds the title?
Contact the lender before filing an owner application. A paid loan and a released title record are separate steps. Ask whether the title is electronic and what release or replacement action the lender must take. Explain the missing document when requesting an offer; collection paperwork must still establish authority to sell.
Can you get an offer while locating the title?
You can describe the car’s condition and ask for an offer while you arrange replacement paperwork. Tell the partner exactly which ownership documents you have. Do not treat a quote as approval to hand over a car without the documents required for that transaction.
Is a replacement title always the only route?
No. Section 1163(d) provides a conditional route for an owner’s salvage vehicle with a faulty, lost or destroyed title on the owner’s property, where the receiving scrap metal processor meets the statutory requirements. It is not a general no-title exemption for every buyer or vehicle. Ask the processor to confirm eligibility and required documentation before collection.
