Is inspection the same as ownership?
No. PennDOT’s selling guidance treats title transfer and inspection as separate steps. Its buyer instructions address inspection for vehicles entering road use. Identify the ownership document even if the car has been parked for years; an inspection sticker is not proof that you can sell it.
Must you repair a car before asking for a junk-car offer?
You can request an offer for a non-running or failed-inspection car. Describe the failure and existing damage so the partner can assess it. Confirm the proposed purchase and towing arrangement before paying for repairs solely to prepare for collection.
Do emissions requirements apply everywhere in the state?
PennDOT directs owners to check whether their registration area participates in the emissions program. Do not assume that an inspection result or exemption from another location applies to this vehicle. If you intend to keep driving rather than sell, use the official inspection guidance for its registration and vehicle type.
How should an expired or unsafe vehicle reach the buyer?
Arrange collection rather than assuming it can be driven on public roads. Tell the partner about expired documents, locked steering, flat tires and braking problems. Coordinate plate and insurance steps with the completed sale; cancelling insurance on a registered vehicle can create a separate record issue.
