Use the registered owner’s record
NCDMV uses notarized Form MVR-4 for a duplicate title and requires lien-release information where applicable. Requests have a 15-day waiting period before processing.
Avoid promising an immediate handover
Tell the purchasing partner that you are obtaining the document. Keep the application confirmation and agree when to arrange collection once the ownership route is ready.
Check the scrap-only alternative separately
An older vehicle intended only for scrap may have a different route. Read the scrap-without-title guide; age alone does not establish eligibility.
