Check the testing area
Georgia’s Clean Air Force lists 13 covered counties around metro Atlanta. For 2026 registration, the main requirement covers 2002–2023 gasoline cars and light trucks up to 8,500 pounds gross vehicle weight rating. Other fuels, ages and exemptions need their own check.
A highway-use sale has specific obligations
GCAF explains that covered vehicles intended for highway use require a valid passing inspection when the buyer must register in a covered county, subject to the sale-location rules it describes. It provides separate guidance for sales outside the testing area. Do not assume that describing a car as used or unwanted removes the requirement.
Explain whether it is being scrapped
Tell the purchasing partner if the car failed testing and whether the transaction is for permanent dismantling. A road-use sale and a documented scrap transaction are different. Confirm the actual route instead of assuming an as-is statement resolves emissions or title obligations.
Compare repair and disposal options
Keep the failure report and any diagnosis so you can compare repairing the car with requesting an offer. Do not drive an unsafe or unregistered vehicle to deliver it; arrange collection and complete the applicable ownership documents.
