Texas recycling without a title: the limited exemption

Check both vehicle conditions

TxDMV’s rules effective January 1, 2026 require a vehicle purchased without title under this recycler route to be at least 13 years old and not registered for at least seven years. Both conditions apply.

The recycler has reporting duties

Used Auto Parts Recyclers must submit VTR-341-2 to a TxDMV Regional Service Center within the required timeframe before dismantling. Vehicles outside the exemption require proper ownership evidence under the existing surrender procedure.

Resolve applicable liens

TxDMV requires releases for liens six years old or less under this route. Tell the purchasing recycler about any recorded lender interest; do not assume age alone clears the record.

Confirm the purchasing business and route

Ask the actual purchasing partner whether it qualifies to use this procedure and what records it needs. These rules do not establish that every partner can buy every untitled vehicle. If the exemption does not apply, use the title-replacement route before handover.
