Check both vehicle conditions
TxDMV’s rules effective January 1, 2026 require a vehicle purchased without title under this recycler route to be at least 13 years old and not registered for at least seven years. Both conditions apply.
What must the recycler submit?
The UAPR must submit VTR-341-2 to a TxDMV Regional Service Center within 24 hours after purchase. Electronic submission requires prior in-person verification and approval; paper submission is also available. The stamped response and any applicable dismantling hold must be handled before destruction.
What happens if a lien release is unavailable?
For a lien six years old or less, TxDMV requires a release or its county-notification alternative with a $25 administrative fee. This is the recycler’s regulated process, not permission for the seller to ignore the lender. Read page two of VTR-341-2 for the applicable hold and notice steps.
Confirm the purchasing business and route
Ask the actual purchasing partner whether it qualifies to use this procedure and what records it needs. These rules do not establish that every partner can buy every untitled vehicle. If the exemption does not apply, use the title-replacement route before handover.
