Identify the owner and representative
Check the ownership record and identify the person who will act for the owner. Access to the car or possession of its keys does not by itself authorize a title transfer.
Prepare the applicable authorization
California DMV provides Power of Attorney form REG 260. It identifies the vehicle and the appointed representative and requires the appointing person’s signature and identifying details. Complete the applicable fields and retain a copy with the transaction records.
Check odometer signatures separately
REG 262 contains separate transfer, mileage and authorization sections. Do not assume a general power of attorney covers every mileage signature. Ask DMV or the registration professional handling the transaction which disclosure and signing procedure applies.
Confirm the accepted submission method
DMV’s 2025 REG 262 update refers to the Digital Signature Acceptance Program for electronic or digital submissions. That does not mean any scanned signature is automatically accepted. Follow the instructions for the actual form and submission route before the owner becomes unavailable.
Coordinate collection
Tell the purchasing partner who owns the vehicle and who will attend pickup. Have the accepted authorization and transfer documents ready. Confirm the buyer’s identity, payment recipient and collection access before handover.
