Selling a car in California with an out-of-state title

Start with the issuing state

Identify the title’s issuing state, owner names, lender and any brand. A lost or incorrect out-of-state ownership record may need attention from that issuing authority. Tell the purchaser that the vehicle is in California but titled elsewhere.

Check the intended transfer route

California DMV has a separate nonresident-vehicle procedure. Ask the processing office what the buyer’s intended use requires, including ownership evidence, VIN verification and any registration or emissions steps. Do not assume every scrap transaction requires ordinary road registration.

Prepare for verification when required

REG 31 is a verification document for an authorized verifier, not a self-certification by the seller. If the vehicle cannot be driven, explain its condition and ask which verification and transport arrangements fit the transaction.
