What does the document actually say?
Read the title or certificate rather than describing every damaged vehicle as rebuilt. Provide the brand to the buyer before agreeing an offer. Mention flood damage even when the car starts; running condition does not explain its ownership status or complete damage history.
What if you want to rebuild instead of sell for scrap?
PennDOT has a separate enhanced-inspection and titling process for reconstructed and flood vehicles, using MV-426B and supporting records. Its guidance identifies enhanced inspection stations and documentation requirements. A repair alone does not convert a salvage certificate into an ordinary road-use title.
Does an out-of-state rebuilt title settle the Pennsylvania process?
Do not assume that it does. MV-426B includes instructions for previously branded out-of-state titles and distinctions in repair-document requirements. Show the full document to an authorized agent before applying for Pennsylvania titling. For a scrap sale, confirm the receiving business’s disposal route instead.
Can a nonrepairable car be reconstructed?
PennDOT’s MV-6 instructions say a nonrepairable vehicle is limited to parts or scrap and cannot receive a title or salvage certificate. Establish that distinction before spending money on repairs. Keep the buyer informed of missing components and whether safe loading requires special equipment.
